Colmenares' ASF: Most irregularities come from states, not from AMLO's last year.

MEXICO CITY (apro).- The second report by the Superior Audit Office of the Federation (ASF) regarding the review of federal resources allocated in the 2024 Public Account once again bears the stamp of its head, David Colmenares Páramo: in the thousands of pages of the 546 reports released today, the oversight body determined irregularities amounting to just 5.1 billion pesos, an amount equivalent to 0.13% of the 3 trillion 933 billion pesos it reviewed.
Of the few irregularities detected, virtually all—90%—were found in mismanagement by state governments, and almost none in the administration of Andrés Manuel López Obrador, in his final year in office. And not only that: in a single audit of the administration of then-Governor of Veracruz, Cuitláhuac García Jiménez, the ASF found irregularities totaling 1.78 billion pesos.
The remaining 4 billion pesos in alleged damages to the Federal Treasury were distributed among the remaining 545 audit reports, although hundreds of them did not find a single peso outstanding. In presenting his report, David Colmenares boasted that "the governments of Mexico City, Querétaro, Quintana Roo, Sinaloa, and Zacatecas did not record any outstanding amounts, which is a recognition of their good performance."
Throughout his tenure, David Colmenares Páramo has been accused of stripping the ASF of its central role in the fight against corruption and turning it into an eminently political office, where he and his team negotiate with governments to conduct audits "on demand," exchange favors with party leaders, and make arrangements to curry favor with those in power, as Proceso has documented in recent months.
This modus operandi was repeated in this installment. For example: the ASF published a forensic audit of the expenses of the Federal Judiciary Council (CJF), an agency of the former Federal Judiciary (PJF) that in 2024 was chaired by Norma Piña Hernández, who was considered an enemy of the regime by López Obrador and the ruling party. In a 138-page report, in which it scrutinized the contracts, the ASF found irregularities that led to 34 lawsuits and a total of 272 million 437 thousand pesos to be clarified.
In contrast, the ASF itself audited the financial management of the Chamber of Deputies and the Senate, both controlled by Morena and its respective leaders, Ricardo Monreal Ávila and Adán Augusto López Hernández. After reviewing more than 11 billion pesos in expenditures, the oversight body did not find a single cent wasted.
This happened in dozens of audits, where auditors reviewed billions of pesos without finding any problems: this was the case, among others, in the review of the 9 billion pesos managed by the state-owned Grupo Aeroportuario, Ferroviario, de Servicios Auxiliares y Conexos Olmeca-Maya-Mexica, SA de CV, in the 6.19 billion pesos disbursed by FONATUR for the Maya Train, or in the 32.481 billion pesos paid through the Sembrando Vida program.
