Renewable Energy Communities - Renewable Energy Communities: 40% non-repayable grant also for municipalities with up to 50 thousand inhabitants - - Varese News

Decree no. 127 of 16 May 2025, which extends access to the 40% non-repayable contribution of the PNRR for the construction/upgrading of plants for the production of electricity from renewable sources, has been officially published on the website of the Ministry of the Environment and Energy Security (MASE) and entered into force on 26 June . Previously, access to the contribution was limited to municipalities with fewer than 5,000 inhabitants.
This is much-anticipated news for the CER of Luino because it means that the members of the CER located in the Municipalities of Luino and Lavena Ponte Tresa can also benefit from the 40% contribution.
The decree brings other significant improvements, namely:
– it is possible to request, as an advance, up to 30% of the value of the PNRR contribution (previously it was 10%); – the 50% reduction in the incentive tariff for natural persons is abolished, or the decree adds natural persons to the list of entities (territorial bodies and local authorities, religious bodies, third sector and environmental protection bodies) that can access the 40% contribution without a reduction in the incentive tariff; – introduces greater flexibility in the construction times of the plants, which must be completed by 30 June 2026 (previously this date also included the entry into operation) while the entry into operation of the same must take place within twenty-four months from the date of completion of the works and in any case no later than 31 December 2027.
Unfortunately, a fundamental criticality remains, namely requests for access to PNRR contributions can be submitted until 30 November 2025 and on this date the related projects must already be equipped with connection estimates and the related authorization titles.
