Citizens living in apartment buildings can receive fines even while staying in their own apartment, said housing and utilities specialist and public activist Dmitry Bondar in an interview with the Prime agency.

According to him, one of the reasons could be illegal redevelopment - for example, combining a kitchen with a room, demolishing walls or changing the configuration of a bathroom without approval. This is a violation, for which a fine of 2,000 to 2,500 rubles is provided.

In addition, smoking in common areas (entrances) also entails a fine of 500 to 1,500 rubles. If smoking occurs inside an apartment, there is no direct ban, but if smoke penetrates into common areas through ventilation or when airing, this may become grounds for complaints from neighbors.

You can also get a fine for noise from a constantly barking dog that interferes with the rest of others. This is provided for in Article 6.4 of the Code of Administrative Offenses of the Russian Federation - from 500 to 1000 rubles, and in some regions, for example in Moscow, the fine for disturbing the peace can reach 2000 rubles.

Also, using an apartment as an office or mini-hotel, causing inconvenience to neighbors, is an administrative offense, punishable by a warning or a fine of 1,000 to 1,500 rubles.

Moreover, violation of the rules for keeping pets, in particular untimely cleaning, which leads to unsanitary conditions and affects neighbors, also entails an increase in the amount of the fine, the expert said.

Earlier, Russian Prosecutor General Igor Krasnov ordered an investigation into the validity of the July increase in utility tariffs, which followed numerous complaints about excessive growth in payments in spite of the established average rate of 11.9%.
